What's Actually Changing in New Jersey
The New Jersey Department of Environmental Protection adopted an updated Consumer Product Regulation on volatile organic compounds in August 2025, moving the state from the older Ozone Transport Commission Model Rule II to the newer, tighter Model Rule IV. The rule took effect immediately for record keeping purposes, but the new VOC limits themselves become enforceable on August 18, 2026. Federally registered EPA products get an extra year past that date to comply, but most of what's sitting on a distributor's shelf in New Jersey doesn't fall into that category.
In plain terms, higher VOC formulas of brake and parts cleaner that have been legal to sell in New Jersey are about to stop being legal to sell in New Jersey. Shops that don't check what they're stocking could find their usual case on backorder or pulled from a distributor's list with little warning.
New Jersey Just Joined a List That's Already Long
Distributor compliance guides already circulating in the aerosol chemical industry show higher VOC brake and parts cleaner formulas already restricted from sale in California, Colorado, Connecticut, Delaware, Maryland, Michigan, New Hampshire, Ohio, Rhode Island, and Utah. New Jersey is simply the newest name on that list. If your shop operates in one of those states, none of this is news. If you're somewhere that hasn't acted yet, the pattern over the last several years has only moved toward more restriction.
Why This Matters Even If You Never Read a Regulation
